Clearly, the rule does not apply in this case as the game itself has never gotten suspended. Last night, they announced on TV that this game was being delayed and would resume in the morning. To me, this game was delayed longer than usual and should not fall into the rule set for " suspended game". It is interesting that the book pointed out another rule that require the game must be finished in the same day. This rule is not specific as if someone lives in Floria and bet on West Coast games, then technically he has to wait past midnight which is the next day for the results.
