He was using designer drugs and fooling the state lab for 3 years with the aid of a vet....Walter Case barred from NY racing(drugs)......So many drivers have been thrown out of small midwest tracks there is a shortage of drivers....Feds set up a sting with HTS(Harness TRacks Security)and follow the paper trail of IRS cashed supers and tris via computer.After 12 months computer shows names and SS# of all who cashed say over 20,000 in a year. With a bit of detective work the names are narroed down and people cashing become states evidence against the drivers/and/or gamblers who are involved in any questionable super and tri finishes..Some of the jokers were boxing the entire field less two favorites or 1st and 3rd choices..When this is looked at the stae racing commissions faces turn red.The Feds are interested and instructed to keep the federal coffers full. Remember the state and fed govt takes in billions on the t breds and harness annually...A few bad apples can really hurt the gross revenue especially if the press gets hold of the story and runs with it...One of the reasons harness has a high win for favorite percenage is the fact that many races have 7 or 8 horses and the inside posts on the small tracks are so dominant...that narrows the possible contenders down to 2 or 3 in many cases.....I have owned bred and raced harness horses .....My guess of races on the "fix" is 38%....This includes races where the fractions are premeditated..e.g. speed duels to kill a favorite and/or to set up a closer...or slowing down the front end where no driver applies pressure to get the front end horses home...lots of ways to rig a harness race..still love to watch and wager..great action!! Tbreds too..Luv em!!!

So, in your opinion, thoroughbreds are never fixed? IMO, there is more juice going around now than ever before in the thoroughbreds. Trainers who win at 35% are using something that isn't getting tested. I may be wrong, but I don't think so.
