I may be wrong but I believe you're referring to the wording in Rule 11...
11) The game must be listed with lines in the contest thread
in order to count as a play. Any play made that is NOT listed with lines will be graded "no action".
I see where you might be confused. It all depends on how you read it. The phrase "in order to" was meant to be a conjunction meaning "for the purpose of". Bad choice of words. Probably best if the phrase was eliminated all together. Simply put...

The word "order" had nothing to do with arrangement.
