What's the reason for the 15 second rule?

I have tried to post a couple of times tongight right after a post and it says therx only allows a post once every 15 seconds....any reason behind this?

how the hell can we post anything in the (dormant) celeb nude thread in the RR due to this?

answer - we can't

but there is ONE place we can post pix as large as we need - and also a site that recently did away with the 15-second rule

we are allowed to post one link per day but i know if i post that link - a moderator will erase it, so i will just say:

for those who like PEEPS there is a PLACE where people can DOT their eyes and COMe see full size pix (and if you are too stupid to read all the hints in this message you deserve to miss out!
