Ruling CommunistParty and government officials, besides state-owned organisation chiefs, found to beinvolved in gambling activities, will receive heavier punishments, he said.Zhou listed gambling in foreign lands, on-line gambling and illegal lottery as themajor targets of the strike, highlighting that "the campaign will try to block thechannels through which many Chinese go abroad for gambling".Offices and gambling websites set up by foreign gambling companies will also be shutdown, he said. The Ministry also released three hotlines and a website for people to report gamblingactivities to the police, Xinhua news agency reported. General, I shouldn't tell you this but if I'm in Indiana and all sites I blocked on my hotel high speed connection I simply make a 1-800 call to my ISP and get in that way.

Obviously if there is enough consumer demand Canadian companies will be there to fill the need. Did someone say proxy?
