Is this a normal strategy in college basketball?

Akron went up 3 points with 4.4 seconds to go and fouled toledo instead of just defending the shot. I had this sided on 3 to 4, truly annoying.

Some coaches use the strategy and it's a matter of opinion if it is smart or not. By fouling you take the 3 ball out of play put the other team on the line then inbound and try to kill the 4.4 seconds or get fouled doing it.

I like the idea myself, but it is debatable.
