High speed internet is the most important factor. Any computer 5 years or less can handle video.

Not sure what you mean, but a long time ago I used to watch cable TV on my computer monitor using my VCR tuner to get the signal.

Video over the internet is not TV but some special website.

RPM, There are cheaper one's, but remember the addig, you get what "you pay for"

Cable feed into the VCR. Used the RCA jack outputs from the VCR to RCA jack inputs on an old style monitor. This was before we had 2 TV's so I could watch one thing in the computer room while something else was on TV.

It will depend on the type of video feed input you need to use with your monitor.

The boxes like the one above are probably the easiest way since they incorporate TV tuners and use the USB port.
