Feel free to add to the list, could give some great value early, until the books adjust:

Rich Harden A's (has had a problem tipping his pitches, will be the #2 guy this yr, which means he'll be the underdog for a while)

Jeremy Bonderman Tigers (Opening day starter, only 22 yrs old, has pitched well all spring, could win 15 games this season)

Brandon Webb (was supposed to have his breakout season last yr, 7-16 last yr, but remember his era was only 3.59, and he surrendered A TON of walks. Better control this yr, plus his ability as a groundball pitcher means his record may flip this yr (16-7). He may be the ace this yr)

Nice list Doberman, i didn't list Perez or Drese myself, because i believe they have already "arrived". Too bad Greinke pitches for the Royals.

15 wins this season may be a stretch, but definately in the future.
