I can tell you what happens in Italy. I think there is not any difference ... bettors mentality is the same. These are IMO the reasons ( not necessary in order of importance but the 1st is the most common that i discovered in my experience ) ...
1st ) Many bettors LOVE TO GET their money of their wins ASA possibile. With a local you take a minutes to get the $$$. With an offshore book takes more time.
2nd ) Many Bettors does not want to pay a penny for get their wins ( that could be created even by the offshore industry IMO ).
3rd ) Many bettors are scared sending money offshore.
That is what i have heard from my experience as an ex-small illegal bookie.
There may be other reasons, posters will share. I do not know the % that play offshore but could be much more than what he is.
