Administrators at the Westminster Senior Center say their hands are tied by the Carroll County code. That's why they are putting a stop to penny-ante card games and small-time gambling on billiards.
The code specifically bans gambling on public property. The center has obtained a permit for a once-a-week cash bingo game, but all other gambling is off limits.
Seniors, however, are angry about the crackdown. They say a portion of the wagers paid for maintenance of the pools tables, and no one was getting rich winning two-or-three dollars in quarters.
