I dont have a list but Utah has no track (no gambling of any type in Utah, only state with that) and Hawaii I think has nothing nor ALaska, dont think there is a track in Maine, Vermont, no horse track in Wisconsin that I know of. no s Dakota, N Dakota tracks, Maybe some state Fair racing that you cant bet on.

If I remember right, 41 states either have racing or allow wagering on it. Utah and Hawaii are now the only states with no legal forms of gambling since Tennessee now has a lottery. Amazing when you go to some places in the south, like North Carolina and talk about horse racing. Lots of people there think it is a form of high stakes gambling. I met someone in Raleigh that drives up to an OTB in Virginia on Kentrucky Derby Day so he can watch and wager. He said some years he makes a weekend of it. Imagine having to drive a couple hours just to bet on the Derby. Even funnier, imagine telling Pat Robertson that there are people that drive up to his part of the world to make it a gambling weekend.

Believe it or not, Utah does have a track. I belive it's called Laurel Brown Track and there is no gambling; they just run horses. I do know from first-hand experience that there is no racing (live or simulcast) in Alaska or Hawaii.

Parimutuel wagering is legal in Tennessee, but nobody has built a track yet there...there are discussions every year of somebody wanting to build a track in the memphis area, but nothing ever comes of it...Ky Downs, in Franklin, KY is about 1 mile across the border, and about 30 miles from Nashville...

There's a black hole in the south - GA, South Car, North Car where no horse wagering is allowed...

From xpressbet...
Account Wagering is not offered in these states:

AK GA HI MI MS NJ NM NV NC OK SC TX UT

Some of these states do have tracks and/or allow instate wagering like TX, NV, NM, etc...There really aren't too many states that either don't have tracks or don't allow any type of horse racing wagers...

None in the great state of Ga. We have a lottery that the degenerates blow all their money on though. Cash 3 has done more damage to american homes then sports wagering.

Does the Silver State have a horse race track?

They run a meet in Elko for about a week during the county fair and I think another county runs a fair meet possibly.

[edit] Harness racing

Note: Harness racing is often conducted for short-term meets at various fairs and similar events. Many notable harness races are held at such venues, such as the Fox Stake at the Indiana State Fair and the Little Brown Jug at the Delaware County Fairgrounds in Delaware, Ohio. Many of these fair-based races do not conduct legal on-site betting.

I can assure you 100% that Dover Downs does NOT have thoroughbred racing! (harness racing only)

Don't know if you are talking about just T-Bred or not, but for any type of racing scratch Maine off the list, Scarborough Downs for Harness, Walter Case Jr., got it all started there.
