I think Bodog poker is underrated. Their software is up there with the best, and they have the best bonus policy in the industry, 20% reload all the time! Yet, it can be hard to find a full ring game here during certain hours of the day since there are so few players. Their sng's seem to be popular though.
First Fidelity. Been with them for nearly 5 years, and never once had even the slightest problem with payouts. They also throw unexpected bonus' along the way every now and then. As for their cold calling, that has been a MAJOR complaint on this forum in the past, but again, never an issue. Told them the first time to never call again, and they haven't.

Although I wouldn't say the MOST underrated, I will give props to www.betplatinum.com. I reloaded there during march madness and have been pleasantly surprised. Have gotten paid by neteller without any problems and they have a great selection of props and betting options. 20 cents for bases is rough but all in all I am happy.
