I believe a better idea would be an arbitration board based here at the RX. There would be 10 bookmakers and 10 respected players on the board. In any dispute, the player would select one (presumably a player), the sportsbook would choose one ( again likely a bookmaker), together they would choose a 3rd person from the remaining 18 arbitrators. This is how it is done in the "real world". Though, I suspect that the true bad guys (deposit only books & bonus scammers) would not partake anyway.
