I have never run into this. But I feel special posting at a place that has this. IGN has a 60 sec rule by comparison

Consider it a compliment, and an RX rarity, that guys like you and me are capable of actually formulating and expressing intelligent thoughts faster than the 15 second window allows for.

I dont understand why making anything more than 4 keystrokes per minute is an important skill to have when posting
