College football and scholarships

As I understand things, long ago, the power programs in college football, like Oklahoma and Penn State, had unlimited scholarships at their disposal. They would recruit all the athletes they needed and then they would also sign the athletes they didn't need just so they wouldn't have to play against them.

Then, at some point, the NCAA started capping the scholarships available to a single football program. And then they gradually reduced the cap in hopes of spreading the available talent around to the have-not universities, like Oklahoma State and Indiana.

What I would really like to know, if anyone knows, is, when did all this happen?

Believe it or not scholarship limits for Division I-A football have been in place for 30 years.

Up to 1972 there were no limits
1973-'77 105 scholarships
1978-'91 95 scholarships
1992-present 85 scholarships
