I agree with edub69, Santa Monica would be the ideal place. The city council is made up of members of socialists and they do not believe in beating on the homeless. Homeless people are protected and even fed by the city. City Council members will regularly tie on their aprons after a day at the office set up tables of food and soup for them. Ideal weather means you are not freezing your ass of in the winter months and you get to check out chics on roller blades all day.......
Seen em both, and it is a toss up between Vegas and Santa Monica, although a lot of them are filitering up to Beverly Hills.
Only drawback with Vegas is it gets way hot in the summer, and very cold in the winter. But there are more oppurtunities to make money, either by gambling or day labor. That sort of defeats the purpose, but handouts these days are hard to come by everywhere.
