I believe some of it is bad playcalling. Most of the teams you named above have these conservative, prevent offense playcallers who more interested with not losing the game rather than winning them. It's a shame because some of them do have the players it takes to put points on the board.

I think the Rams, GB, and NYJ would all have much better offenses if their teams were healthy. Give back Bulger and Pennington, and the ENTIRE GB receiving corps, not to mention Ahman Green, and they'd put up a few more points.

But yeah, there are some pretty atrocious offenses in the NFL right now.
