In a post game interview Dungy claims he called the 4th and 2 try and told Manning they were going for it. He claims the punt team was over zealous in running onto the field.

On the TV broadcast, Dan Dierdorf made it sound like Manning overruled Dungy...
From what I could see on the broadcast, I didn't see any reason to think otherwise.
