Props had already ecame common place by the time of the Perry TD. Only guessing but I think props were the brain child of the late Sonny Weziner who started hanging props at his "Hole in the Wall" sportsbook in the old Castaways Hotel and Casino on the strip in the late 70's maybe early 80's.
