It is not hard at all. You should come down here first and meet some of the people already in the industry for advice so you dont get taken on start up costs. You might lose your bank roll not because of the players beating you, but the locals robbing you blind for silly stuff such as internet service, phones, web design, etc..... LOL

Do you have to be a Costa Rican citizen to open shop?

As long as you leave the country every 3 months for 72 hours you can come and go as you please and do as much business as you want. Costa Rica has a 3 month stay visa when you enter the country and most people take mini vacations to Nicaragua and Panama when they have to renew their visas.
