WASHINGTON (Reuters) - More than 100 lawmakers in the U.S. House of Representatives introduced a bipartisan bill on Thursday to outlaw the $12 billion Internet gambling industry.

"The explosive growth of the Internet has provided a means for gambling operations to evade existing anti-gambling laws," said Rep. Rick Boucher, a Virginia Democrat. "These Internet gambling Web sites typically operate offshore and often serve as a prime vehicle for money laundering and other criminal enterprises."

Rep. Bob Goodlatte, a Virginia Republican and chief sponsor of the bill, said Internet gambling has mushroomed into a $12 billion industry that also threatens minors.

The bill would update an existing ban against interstate gambling over telephone lines to also outlaw use of the Internet and related technology, Goodlatte said.

A total of 115 House lawmakers co-sponsored the bill.
The legislation would specifically prohibit a gambling business from accepting credit cards, checks, wire and Internet transfers in illegal gambling transactions. It also would set a maximum prison sentence of five years for violations.

Goodlatte and Boucher previously introduced similar legislation but the bill was defeated in 2000 due in part to efforts by Republican lobbyist Jack Abramoff, who represented gambling interests, according to both lawmakers.

Abramoff pleaded guilty to fraud charges in early January and is cooperating with prosecutors in a corruption probe that could implicate lawmakers and officials across Washington.
No companion bill has yet been introduced in the U.S. Senate, a Goodlatte spokeswoman

Kyl is also introducing a bill in the Senate sometime very soon. He announced that a few days ago.

I agree, passage looks likely this year. From what I read from the news, however, under this version of the bill the players are not criminally liable, just the owners and operators of the businesses? Wonder if that includes ISPs? Or advertisers (like the Rx)? Does anyone have text of the bill?

I wonder if Shrink knows Goodlatte, his hometown Congressman. Maybe he saw the writing on the wall when he....

And how is this any different from what they tried to pass before?

How would they actually stop whats currently going on from happening?

Whatever happened with that big WTO decision? Is the US just telling them to go f*ck themselves? Does it relate to this in any way?

Wonder what kind of money the offshore books would be willing to throw at government officials to both block this and get the press that another block would bring.

The WTO decision only related to the limitation on US jurisdiction over overseas gambling businesses. It had no bearing on the US Governments ability to legislate over its own citizens or businesses operating within the US.

Ppeter I think Marty J owns the RX from what he posted he is canadian....but I suppose they could block sites like this to the US it would be a sad day if this happened but it sure might

I don't think that is accurate.
