Name some sportsbooks that give the same perks to small players as their big players

Offhand, one I can think of is Pinnacle. It's as no frills as you can get. Everyone gets the same reduced juice, the same horse rebates, the same one time only bonus on the initial deposit. Olympic is similar as well - everyone gets the same calendar every year, the sports schedule sent, etc. - doesn't matter if you bet big or bet small.

Are there other books out there that fall into this category?

I think many books cater to the small player and big alike im sure there are others

Betmill certainly doesn't treat everyone the same - will take away your "perks" in a heartbeat and possibly even f*** with you if they don't like you. Skybook will put a delay on your account if they want.
Hollywood wil apply a delay and in rare cases lower your limit. Cris will take away your loyalty points and may lower some limits.

Oly never sends me schedules either. Last schedule I got from anybody was a Jan basketball schedule from Wagerweb, it arrived in Feb.
