Sen. Jon Kyl, R-Ariz., who has been trying to ban online wagering for about
10 years, had planned to introduce an online gambling prohibition amendment
today by attaching it to S2349 (the Lobbying Reform Act). However, the
debate over the Lobbying Reform bill was sidelined by a proposed amendment
aimed at preventing a United Arab Emirates company from managing several key
US ports. It would appear that now the U.S. Senate will take up the
lobbying reform bill next week but the bipartisan managers of that bill have
pledged to disallow any non-germane amendments to that bill as drafted. This
would eliminate the opportunity for Senator Kyl to move his prohibition bill
in the Senate by attaching it to this particular vehicle. IGN will continue
monitoring this situation and keep you apprised.

Big setback to the Kyl bill!!!!!!!!!!

Subject: Breaking News: US Prohibition Bill Averted Today

Sen. Thanks for the good news.

The process of attaching bills onto unrelated ones makes no sense to me. Anyone want to tell me why this is still allowed?

If all these efforts were so well supported and in such need why has Kyl tried to attach his provisions on other bills the last two attempts? He is openly admitting a lack of support and knows it can't stand up to debate on its merits alone.

i'm confused..a week or 2 ago, it seemed like it was for sure..does this mean it will be delayed, or does it now look like its not gonna happen at all?

I have a feeling alot of pols don't want to go on record on this issue for good reason. They also don't want to be looked upon as "immoral" which is ridiculous but typical of pols and their fear of perception with the public. HOpe the majority secretly hope this goes away.

This is pretty much meaningless to us as gamblers... The Goodlatte Bill is not attached to anything and does about the same thing as Kyl.
Goodlatte is the Real Threat and I don't have the details, but none of them are good for online gamblers.

I was under the (vague) impression that the goodlatte bill was the more toothless of the two, since it didn't ask for banks to block access to books. Did I have that backwards?

Nobody knows what Kyl's latest bill says. It may be identical to Goodlatte's.

I would describe today as a very minor victory.

Kyl is out there lurking, waiting to attach it to something else. He's a weasel. He has no respect for the people of this country. If people don't get their act together there may not be anyone around to stop him next time.

Jay is right on here. Kyl isn't even man enough to let his bill stand up for itself. I mean this is supposed to be a freakin slam dunk if you listen to these losers. Who in Congress isn't for banning offshore betting? Obviously more people than you think if you can't just get your bill submitted and passed without finding some backdoor entry. He tried it last year, he just tried it again, and I bet he will be at it before long because this Congressional season is very short and the momentum from Abramoff is waning every day.

Trying to sneak this through as an unnoticed "add on" to another bill is a chickenshit move. It just goes to show how much of a cockroach this guy is.
