I think rule bending is done in every sport, and they also use the rules, when the situation dictates it.
MLB. The strike zone. You can make a pitcher good/bad, just giving him the black or not. But they sometimes take it to extremes, and a bb down the center of the plate could be a ball, and something 3 or 4 inches off could be a strike. The home plate umpire controls/cheats the game more than any other influence.
NFL. Holding. Can be called on any play, at any time. Just go back to the super bowl for that one. Wrong team gets a big gain, the terrible towel hits the turf. Bring that sucker back. But unlike bases, football has a gaggle of judgement calls, offensive/defensive pass interference, again see super bowl. These are calls that can be made after the play is over and the results are seen. Long kick? Block in the back or clip, again see super bowl. Also, a play where you can see a good return developing, and cheat, I mean throw the flag. I am under the belief you can call a penalty on any play in the NFL.
NBA. Traveling. These guys all travel, sometimes an extra two steps. Dr. J invented that. Charge/offensive fouls, again, a subjective or opinion call, who was there first. You want to stop a team cold, just start calling traveling and offensive fouls against them. How many of us has witnessed that? Ever see Kobe get fouled with someone's face to his elbow? Need to bail a player out? He can dribble into a crowd and throw his arms up losing the ball. Magic did that for last 3 years of his career. Another sport where players plead to officials, actually whine for calls all game long. Ask Scott Skiles.
If you want the purer competitions look no furthur than golf or tennis. If you want the worst cheaters, watch the Olympics and that judging.
