Most important thing about managing a pitching staff is getting relievers roles. If a reliever knows his role is to come in in late innings to face lefties, he'll be prepared for it. Wagner's role is to close 1-3 run games and come in in late innings when there is a jam. By putting him in in the 9th with a 4-0 lead you make Wagner pitch in a spot he's not used to; hence, no control. It's simple managing really I don't understand why some managers insist doing it.
