That is a service backed by wirecard in Germany , even though they have not been on this business in particular for long, they have processed credit cards forever and have ties to Deutche Bank

yes,i ordered and paid for their debit card about 6 months ago,never got it,called them twice and they say that they can not tell me when they will be sending out the card
