Scotty Kazmir has to be somewhere on the best for me as well Tampa are 10-5 when he pitches - which is awesome considering they have only won 19 games with the rest of the rotation combined :103631605

Top three:

Carpenter
Contreras
Halladay

Worst three:

Odalis Perez
Jeff Weaver
Glendon Rusch

Would have had Russ Ortiz in there...but he is a man without a team.

How can you NOT have Halladay on there
you're talking PITCHERS, not how the team is doing, or HOW the team does WHEN he pitches

Halladay is a friggen machine

The best pitchers in baseball:

Chris Carpenter
Johan Satana
Roy Halladay
Felix Hernandez
Francisco Liriano
Roy Oswalt

Those are some off the top of my head. Liriano is iffy but he's unhittable right now. Maybe that will change once teams get a second look at him but it never changed for Santana who is alot like Liriano.
