SIGH. Underacheivers?

Won the World Cup in 1986, lost in finals in 1990. In the last 20 years, that would be ranked better than any country besides Brazil and tied with Germany. Now, if you go back 8 more years, they won it in 1978 too - I mean, ONLY Brazil has done better than that.

offside question for anyone that knows, if a offensive player is even with the defender while the pass is in the air can he receive the pass behind the defender or does he need to be even with the defender when the ball gets to him.

It is the INSTANT at which it is passed. The linesman always stays level with the last defender and listens for the thud of the pass - you'll notice mistakes are made when the pass is softly hit and can't be heard ... or when the noise level is super loud

I thought I seen a few times where the offensive player was by the defender when he received the ball and no offside called so that explains it.
