As much as it pains me to admit it, it simply has to be Roger Staubach. Compare his stats to other QB's of his time and see how great Roger truly was and yet he is never mentioned in the Top 10 of all-time QB's when I would put him there over Elway. Also, when Staubach retired his 83.4 QB rating was the all-time high.
