Internet gambling bill faces delays <!-- END HEADLINE --><!-- BEGIN STORY BODY -->

WASHINGTON (Reuters) - A bill to ban Internet gambling is facing some opposition in the U.S. Senate and will not come up for a vote before the chamber takes its August recess, an aide to the U.S. Senate majority leader said on Thursday.

Backers of the legislation had hoped to push it through the Senate quickly this month following the arrest in the United States of David Carruthers, the chief executive of BETonSPORTS, on charges of racketeering and conspiracy.
Carruthers is scheduled to appear at a hearing in U.S. district court in Fort Worth, Texas, on Friday to determine if he must remain in jail until his trial.
However, an aide to Senate Majority Leader Bill Frist said that lawmakers were still working on the bill and would not be able to hold a floor vote before the Senate recesses for its August vacation.
The Senate bill is virtually identical to legislation overwhelmingly approved earlier in July by the U.S. House of Representatives. It would prohibit most forms of Internet gambling and make it illegal for banks and credit card companies to make payments to online gambling sites.
The Republican-backed bill has been criticized by some as an election-year appeal to the party's conservative base.
Supporters of a crackdown on Internet gambling say legislation is needed to clarify that a 1961 federal law banning sports betting also covers an array of online gambling

Hopefully after November. I dont think senate meets again until after the Nov. elections anyways.

If making internet gaming illegal comes up and gets shot down via a vote. Then it will be a MANDATE that there is nothing wrong with placing wagers to OS sites.

Fish, you said it well. House of reps is AA ball.

The senate is a much closer knit group of guys then the house. If they dont like the thought of bringing it up now, they wont again unless there is some real change in the make up.

Also, the nations best political talents reside in senate IMO.

The Senate has a lot more reasons not to bring it up than to bring it up.

1. If it fails, internet gambling is 100% legal. You'll see huge ads on ABC, NBC, USA today, etc.

2. If it fails, it is a huge hit to the Republican bible value agenda. Right now, they can say we tried really hard, but ran out of time, we'll try again.

3. Laws that will become law always get a more serious look. If the house knows the senate will not vote, no one in the house cares. If the senate knows the house will not vote, they do not care. In this case, the senate knows the house approved and Bush will approve so in essence every senator knows he has the last vote. This bill would be looked at much more closely by senators than the reps.

4. They have to balance a budget, deal with Iraq, deal with Iran, deal with N. Korea, probably hear from the UK on this extradition stuff, etc all before running election campaigns. Really there is limited time if you want to get vacation and golf in too.

Me thinks it does not come to a vote and we don't hear about it for a long time again. Kind of like when the DOJ got casino city's lawsuit dismissed without actually deciding the issue. Government prefers to have the right to crack down so that they can crack down on people like BOS (Who they likely consider a crime family) than chance losing one of their crack down measures that they rarely ever use anyways.

The Senate adjourns on August 4, 2006 and reconvenes on September 5, 2006. The targeted adjournment date for that session is October 6, 2006.

http://www.senate.gov/pagelayout/legislative/two_column_table/2006_Schedule.htm

There is time for the Senate to pass a bill this year if it bypasses the Senate Banking committee (http://www.reviewjournal.com/lvrj_home/2006/Jun-30-Fri-2006/business/8248138.html ).

I'm contacting my Senators but I don't feel real optimistic at the moment. :discuss:

Once they come back after Labor day they will have to get the budget for next year worked out, a very long drawn out process.

I think that you are taking this one step too far. If the bill fails we are back to where we are today. That doesn't make it illegal or legal. I think it will remain in that gray area.

They have gone after BOS without the law passing.

OTherwise, your post is dead on.
