How far will the general public know in advance of when this online gambling bill will be voted on by the Senate?

WASHINGTON (Reuters) - A bill to outlaw most forms of Internet gambling appears unlikely to win U.S. Senate passage before senators begin a month-long recess on August 4, two Republican leadership aides said on Tuesday.

They said backers of the legislation were trying to build support for it and resolve differences as the Senate focuses on other legislative matters and gets ready for a summer break.

The bill was not among the priorities outlined by Senate Majority Leader Bill Frist, a Tennessee Republican, during a session with reporters on Tuesday in which he laid out measures he hopes to wrap up before the August vacation.


"I don't expect it (Senate passage of the Internet gambling bill) to happen in the next two weeks," one Republican aide said.

"It's always a possibility, but right now it is not on the schedule," another aide said.

Backers of the legislation had hoped to swiftly push it through the Senate this month after the U.S. arrest of David Carruthers, the former chief executive of U.K.-listed BETonSPORTS, on charges of racketeering and conspiracy.

The Senate bill is virtually identical to legislation overwhelmingly approved earlier in July by the U.S. House of Representatives. It would prohibit most forms of Internet gambling and make it illegal for banks and credit card companies to make payments to online gambling sites.

The horse racing industry has some concerns with the legislation, one gaming source said.

Sen. Jon Kyl, an Arizona Republican, tried to fast-track passage of the bill in the Senate by getting unanimous consent to approve it but some lawmakers objected, according to sources following the matter.

Kyl told reporters on Tuesday that supporters of the bill are making progress toward resolving the objections. He declined to elaborate.

Congress has relatively few work days left this year because of the congressional elections scheduled for early November. Lawmakers are scheduled to return from vacation in September for several weeks, then adjourn again before the elections, and then return in December.

The Republican-backed bill has been criticized by some as an election-year appeal to the party's conservative base.


Supporters of a crackdown on Internet gambling say legislation is needed to clarify that a 1961 federal law banning interstate telephone betting also covers an array of online gambling.

Among the priorities listed by Frist were passage of an energy and defense appropriations bills and possibly a military construction appropriations bill and an extension of the estate tax repeal.

Wrigley--Probably not before the AUGUST RECESS, but it will certainly be voted on at some point........... and in liklihood before years end.

Should be interesting it is a election year and alot of these boys need to start their campaigning primarys are in September and the election in November I believe the session ends in October.

So it will be interesting to see if they get to it with the elections and all the stuff in the middle east if they dont get to it the bill then needs to go through the House again in 2007 and there will be some new faces in both the House and senate.

fish there is an article in Max's thread very doubtful with a few days left in the ELECTION year it gets voted on ...its not a priorty I know your think the worse case like me but this is good news its more like 60/40 it does not even get talked about :toast: so keep your shorts on!

At what point is JOHN Q. PUBLIC made aware of when this goes to a vote on the SENATE floor for CERTAIN?

That is my question.

I mean, the day they vote on it will not come as an immediate surprise, correct?

We will have some type of notice, right?

Will be reducing my offshore balances by no less than 75% before the actual day this hits the Senate floor for a vote.

I have some good-looking sizable baseball futures coming due around 10/1. Hope they hold off until than because its draw down city until the session ends. Too bad because my unit size for football is 5 times baseball but what can you do. Personally, I think they(GOP which is all that really matters presently) wants to get on record for elections that theyvoted and pushed their menaingless BS 'moral' issues and get some of their opponents on record a svoting against. I don't think they even want it to pass. Just a nice issue like flag-burning/gay marriage, etc. so they can keep power and continue to screw the majority of the country's citizens and move the nation closed to their banana republic dreams(5000 super rich and 300 million disposable cheap laborers with no power or voice).

Personally, holding off on making any future wagers at this time.

I am the wrong guy to answer this but I do not think you or us get notice. Unlikely we get notice it just happens.

Of course I am the guy to ask for a week 1 college football winner, however.

This is from the bylaws so it sounds like it could be brought to the floor at anytime dont need to be much notice.

Senate: Legislation is placed on the Legislative Calendar. There is also an Executive calendar to deal with treaties and nominations. Scheduling of legislation is the job of the Majority Leader. Bills can be brought to the floor whenever a majority of the Senate chooses.

Most are scheduled a few days or a week in advance, but there are manuevers where people can bring anything to the floor at any time. A lot of times a senator will bring something to the floor unexpectedly when it is known that it won't pass, just to kill the bill.

Using any search engine like Google, Yahoo, etc. type in "Senate Bill Public Notification" and you will see a vast number of sites dealing with Senate Bills. Once we know the number of the bill we can track it's progress.

Now, for what it's worth, it is already evident that the bill will not even be up for discussion before the summer recess and upon the body of the Senate return, fall elections will be a significant factor affecting the ability of the Senate to operate and the vast majority of focus will be on more pressing issues that are higher profile then the gambling bill. In a nut shell, the bill will likely be placed on the back burner and never reach the floor for discussion or a vote before the year ends.

I fully realize that you are both concerned and being wise with you funds as well you should at all times anyway even without any pending bill. With that being said, I seriously doubt this bill becomes law this year. Future years are another matter. But not this year, in my opinion.
