Vice President of Costa Rica: Gary Kaplan would be extradited to US
Though he hasn't been caught yet, Sylvia Alvarado Marenco of Costa Rica newspaper Al Dia reports that BetonSports.com founder, Gary Kaplan, can be extradited back to the US by the Costa Rican government.
A federal grand jury in the Eastern District of Missouri returned a 22-count indictment charging 11 individuals and four corporations on various charges of racketeering, conspiracy and fraud. Kaplan, the founder of BetonSports.com, was named in the indictment along with the company itself and the CEO, David Carruthers. Some of the marketing people were arrested in the States.
"The extradition is possible if they comply with the diplomatic processes and corresponding courts, although in the country of Costa Rica it is not illegal for a company to take bets over the Internet, explained the Vice President Laura Chinchilla.
Interpol reported that they had not yet received an American request to locate Mr. Kaplan. His location remains unknown.
Some websites and publications have reported that Costa Rica would not extradite Kaplan. This is not the case, however.
"That was never said. Nothing has to see that the crime exist or not in Costa Rica but rather another country that recognizes it (crime) and that we have a covenant of extradition, as in this case", emphasized the Vice President.
David Carruthers, president of BETonSPORTS, that operated in the mall San Pedro, is prisoner in Texas since July 16, defendant, al the same as Kaplan and other nine people, of blackmail, fraud and tax evasion.
Chinchilla added that the State he is "worried, therefore not a regulating framework of those businesses exists, above all in the financial environment, to guarantee us that not activities of money laundering be concealed".
"Because it worries is us that we prompt the reforms to the law of psychotropic and of casinos, (are likely). The ball, right now, (is in the hands of) the Assembly. The city halls also, therefore if them do not they give permission and clear, they would not be able to be installed in their zones".
