At what point did offshore owners decide they could visit the US?

Back in the late 90s, people moved offshore to run sportsbooks and casinos.

Most presumed they could not return to the US (Some obviously disagreed) but most presumed this.

At some point around 2002 or 2003, owners of sportsbooks decided they could visit the US.

What exactly made them think this? Were they testing the waters?

I dont think anything is different now than in 98. People know not to come here and as long as they don't come here, the US can't do anything. I am not sure where the few years in the middle came from where owners thought they could come here.

It would seem to me sean, that there is just so much time you can spend in a foreign land without missing the USA! I mean if you're from the East, NYC especially, how long do you think you can go without a slice of New York style pizza, or a corned beef or pastrami sandwich from the lower east side? We won't even mention Cantonese Chinese food! FORGEDABOUD IT!!!

I'm sure things have changed a lot in Costa Rica in the last 8 years, but do you really think they have any chocolate egg creams down there? NOT! For those that don't know about egg creams, it's chocolate syrup put in a tall glass with some milk added. At a soda fountain, you then hit the mixture with some high speed seltzer half way up the glass and then fill the rest of the glass with regular seltzer...naturally mixing with a tall spoon all the time! So where do the "eggs" come into the mix? I don't know, but believe me, there's no egg in the mixture! Maybe because the milk foams up like egg whites would do if included. Haven't had one in years, and I live in Calif. Sure do miss them though. I won't even discuss White Castle. Another thing that never made it out to CA!

Maybe Jay C. was just testing the waters because he missed family and friends and he didn't think they'd be looking for him. Maybe he thought there were enough Jay Cohens in the USA that they couldn't possibly pick him out.

After all, Carruthers and Ayres had traveled to the USA many times with no problems. And this particular time, Carruthers wasn't even going to stay in the USA, just changing planes. Why would he possibly think that the DOJ would try to get an indictment at this particular point in time. I would imagine that if the DOJ had wanted to get Ayres, they would have waited a week before announcing that they arrested Carruthers, and picked him up in Vegas. Who knows how the Gov't people think.

As far as why these owners decided it was safe to return to the US in 2002 and 2003 and beyond, it was probably because they knew that they weren't being indicted like Cohen had been. But lets face it, if you've lived in the USA for most of your life, how could you not want to travel back here for whatever your reasons are.

I guess it's just human nature. One owner tried and got away with it so more followed. Kind of like jumping all over an aggressive "tax-advantaged" investment. As long as the IRS doesn't pursue it, everyone thinks it's OK.

Just curious where you get your info. I know of a couple of the top bookmakers offshore that still visit the states routinely and were even in the US when Carruthers was arrested. Nothing has changed for them since the arrest.

They even pay taxes on their earnings offshore.

You have bad information.

I was charged around March 5th, 1998. I voluntarily returned to the US within a week. They knew I was coming and I was allowed to spend the night in a hotel and voluntarily surrender to the FBI the next day. I was released on bail that afternoon.

Despite what some people have written I was never arrested at an airport, or was I surprised during a trip to the states.

Most owners and managers don't work for public companies so their names aren't exactly well known. With what has happened recently, don't be surprised when most go back to the stipper names. You're right though some got careless with Carruthers near the top of that list.
