Let's say I never make another deposit to my online account. Would there be any penalty to me (the way this bill is written) for leaving my money in there and withdrawing it if I continue have a positive balance that keeps growing. Is this bill just designed to make deposits to online accounts illegal, or does this include making wagers based on the balances that are already in accounts. Also, if this bill would get signed by W, would all money be lost with my accounts or could I get this back. Thanks to those who reply.

It is only trying to prevent money from flowing to the offshore gambling sites by getting the banks more involved in blocking the fund transfers, nothing else.

Good answer, Fathead. It is limited to:

The RECEIPT of funds BY SPORTSBOOKS from bettors who live where internet gambling is illegal.

In most of the US internet gambling is not illegal.

That should say, placing bets with books that take the bets offshore is not illegal in most of the US.

Today, eight U.S. states have laws prohibiting Internet gambling: Washington, Nevada, Illinois, Indiana, Louisiana, South Dakota, Michigan and Oregon. Federal law also bans sports bets over the phone, even if the business is from overseas.

So, in other words, I should be just fine, as long as I don't try to fund my account. Getting the money out won't be a problem after this all goes through though? What would be the best way to go about that?

From what I have read - it might be difficult to get your money out - if banks do not accept certain transactions from sportsbooks - however their will be a way around that.

Most all other states consider it illegal to place a bet to a sportsbook etc.. gambling is illegal in most states and to place a bet to an offshore is still illegal- however they can't crack down on each person - or the offshores because well they are offshore :p

i was thinking the same thing about recieving checks thru Fed EX. Ive gotten them before and they are always out of a NY or Chicago bank....no mention that it came from an Offshore Book. So wont we still be able to do this method at least? If Im understanding this Bill correctly it is prohibiting banks from allowing you to send money out. BUt unless they stop the use of Neteller how would they know its going to a Book?

I tkink even IF ( a huge IF at this point), the banks continue to allow you to RECEIVE Neteller EFT, they will probably be required to report such transactions to some government agency. Either the IRS or some agency that will oversee this law.
Even though I reported winnings; it's not a good feeling.

Damn, this is sucks. Now I'll have to actually drive to the Casino's to place bets. Actually, it'll save me money.
