Does the new bill ban receiving money?

I know that the main purpose of this bill is to stop people from funding their gaming accounts, but I haven't heard if it stops people from getting paid by the books. Would I be able to transfer money out of my pinny account to neteller to my bank?

unless you want cops showing up at your door with search/arrest warant then highly recommend other means
