This is correct, they usually tell your location if you have a broadband connection or use a local dial-up service. National dial-up services like AOL are harder to pin point, but they can tell you're in the US. As he points out, browswing through proxy will solve the problem, the basic idea behind that is that you've got a computer in another country that you use as a gateway to the internet, every page request from your computer gets sent to that computer which sends it in turn to the internet. The page is then forwarded from the foreign computer to you, making it look to the world like you're in that foreign country.
The real problem is that if you're going to gamble, you've got to have a foreign address and believable proof of citizenship. A ton of books want you to send them a copy of your driver's license or passport in order to withdraw money, and you don't want to be caught faking since it'll cost you big time money. I'd be anxious to hear any ideas people have on this...short of knowing a person in a foreign country.
