politicians wont be enforcing it, banks will.
lets say
person takes $3347 check to bank to deposit. clerk sees "betjamaica" on check. clerk probably will be informed when hired they cant take these kinds of checks. chance the clerk has ANY training whatsoever as to what to do next-100% no they do not.
so they give it to the bank manager. chance, other than knowing this is illegal, the bank manager has received any training whatsoever as to what to do next-near 100% they have no idea either.
so what do they do? maybe call higher ups, maybe call police, local prosecutor or fbi to report a customer doing an illegal transaction. ( that this gambling bill doesnt make what the customer did illegal is irrelevant. the bank manager wont REALIZE that, he will just have heard he cant take these checks and its illegal.
local prosecutor, police or fbi may arrest customer within a few days. customer will suffer a lot of stress and need a lawyer to clear himself. customer should be able to win in court if it goes that far. then again, so should Jay C.
my point- the bankers and local authorities will have NO TRAINING as to how to handle these situations and surely will never have read the new act and will not know what is legal or illegal under it.
I predict a clusterfuck. And some gamblers could go to jail....:howdy:
