Today I was driving and seen them doing a speed trap on the street that I usually speed because its empty all the time but I seen him with the radar gun so slowed down but seen a guy trying to race me get pulled over thought it was funny but then when I seen over 25 cars in the parking lot down the road getting tickets (that where they tell them to pullover) kinda felt bad for the people. My question is when they pull you over when can they legally search your car or ask you to step out?

When ever they want, probable cause.

Probable cause for what? If you have booze on your breath then maybe they can run thru it and find your empties and bag of pot, but barring that they have to have some reason for searching other then speeding.

Correct, that's why they usually ask for consent if they want to search. Don't give it to them. Also remember that anything in "plain view" is fair game, including any containers in plain view. Additionally, they can search anything within your "arms reach".

Yeah if they ask to search, just say no. The only time I've had them not give an option was when a girl I was riding with hid her hash pipe under her registration papers. Big surprise what happened when they asked her for her license and registration... She had a couple of bags hidden in some stuffed animal, so they took her in. Really suck thing was that she caught TB from some vagrant in there.

They can not legally search your car.

If you get pulled over, just be nice and there is a decent chance they'll let you off.

Also, they like it very much if while they walk towards the car, you put both your hands on the top of the wheel so they can see them and know you are not armed - this makes the cop very happy (A cop who feels safe is much more likely to give you a warning even if he does not know it.) It also makes you a lot safer as there is no chance he will think you are going to harm him...

Do not start digging for you wallet or insurance cards. A number of people have been shot when a cop thought they were digging for a gun. Just put your hands on top of the wheel - trust me, I've been pulled over about 10 times and have received 4 or 5 tickets.

But regarding a search, you can say no.

They need probable cause...

Very rarely are they gonna go get a warrant - especially at night or on the weekend.

Now if you say yes, they can search.

That being said, if you have nothing to hide and you say yes, most likely they will not search and it will help you get a warning.... No cop is giving you a warning if you say no.

If you think you have nothing to hide, don't say yes they can search, they generally won't ask unless they're going to search, and nothing good can come from that.

IF they do find anything, and you said no, their reason for probable cause and their documentation of it can be a major reason for dismissal of charges.

Don't be intimidated after you deny the search if the officer says "You are saying I cannot search your vehicle?" like you have broken some law or something. Just be polite and repeat that you are not consenting to the search.

Also, always remember the two magic sentences "I am remaining silent. I wish to speak to a attorney." if they take you in for questioning for some reason. It kills me when I see some guy on Dateline or 20/20 that was questioned for like 18 hours with no attorney until they finally got him to confess, falsely or otherwise. To avoid such a fiasco, remain silent and get an attorney.

There are three things you need to provide when pulled over: a license, registration, and proof of insurance. That's it. You only need crack your window and hand those to the officer politely. If the officer starts to interrogate you with a bunch of questions, you can politely reply,"I am sorry, but I am in hurry and don't really have time for any chit chat." You have a right to remain silent.
As for the search shakedown, all you need say is, " Sir, you are welcome to search if you have a warrant."

One last thing. The copper will usually start off with "You know why I pulled you over?" Always say no, sir. Never admit anything and don't attempt to argue your case. Save that for court.
