I give you the example of the Russian based MP3 site allofmp3.com. It's become a big sticking point in Russia's entry into the WTO because they charge well below "market prices" for MP3s and doesn't pay royalties(at least not in the way the entertainment industry wants them to). The United States has made this a major issue at the behest of the entertainment industry, and is keeping Russia out of the WTO until they get concessions on this and other matters. They've also chided the Russian government for allowing such a site to operate. But one thing they *haven't* done is to even suggest that ISP's either in Russia or here in the states block access. I just pulled up the site without problem.....
ISP blocking of gambling sites is a nice thing for the "sky is falling" types to worry about in addition to everything else, but its just not that easy to sell from a political standpoint, nor that easy to enforce from a practical one:
