signed in to my account at neteller and was presented with a new terms of useage with option to accep or decline.

without even reading it just accepted.

can someone give me a cliff notes version of what the terms are?

basiclly you are responsible for the laws in your country not them... thats it in a nutshell

It sure took a lot of text (words) to make a simple statement. So I don't know what it said. If my bank continues to process Neteller transactions, than I don't believe that will be a problem for me.

Exactly. It's lawyerspeak that is vague, complex and unclear. Pays their bills, and a lot of them(also leaves a lot of potential outs for their client if they are good).
