Emmitt probably has more people who will vote for him than Mario does but that's purely subjective and based on nothing but feeling. One has to suggest that you have to be careful of the odds.
I feel the producers would like to see Mario win because he's been the best technical dancer but Emmitt winning would probably be a nice public relations story after Kelly Monaco and Drew Lachey's ho-hum wins. The producers will win either way.
OT: Despite a WWE fanbase, Stacy couldn't beat Drew last year as people realised late on in the season that those who were voting, were voting for Drew (which moved the line from a pick'em to heavy odds-on) so who's to say this time around?

Emmitt has a great personality. Think about the women voting last year. Stacy or Drew. Some women maybe were jealous of Stacy and did not vote for her. Plus Drew was pretty good so he was deserving of the win.
