The reason for those existing is A) people too scared to put offers down or B) instability in the market.

They're usually a result of somebody leaving scalpable lines up, being taken, and the market maker not yet putting new lines up.

What always gets me is how I can put up an outstanding offer on an "alternate line" and no one will even touch it because no one thinks to look there.
