I wasnt aware of this Neteller policy until it happened to me. I had accessed Neteller when in a foreign country and then the next time that I went to use it I had a notice to contact them. It was all resolved in a matter of moments on the phone.
They didnt stop any of my transactions, they just wanted confirmation that I made them and from the country that I was in at the time before they would let me do another one.
You shouldnt have a problem with the first couple of transactions if you were in Thailand, but I would keep their number handy just in case you have to contact them asap. As I said, it is cleared up in a matter of moments once you let them know what country youve been using the acct from and answer your security question.
