For now, Neteller is still an excellent option. However, published statements from their website, like the link below, copied from the Investor Relations on the log in page, regarding the Gambling Enforcement Act of 2006 shortly after the President signed the bill into law of October 13, 2006, clearly indicate that Neteller will be abiding by any regulations that the Federal Regulatory body develops for the financial institutions in transferring funds to offshore books for U.S. citizens even though they are not in this country. The window of opportunity is 270 days from the signing of the bill.

Perhaps. However, the financial institutions may be given a list of well known and common check names, which of course could be forever changing, by the Federal Regulatory Board. Also, all cashier's checks coming from offshore must clear customs. It wouldn't surprise me at all if a customs structure was put in place to look for and monitor incoming commonly known addresses in order to further crack down and enforce the Act.
