How come ARI didn't go for a FG?

How does a team have the ball inside the 15yd line and not come away with any points? WTF happened?

I don't think I've ever seen this before.. It was like they didn't score on purpose..

I have TT over 15.5...so 3 would have made it alot easier for the 2nd half...
