Chow is a proven off co-ordinator,and developer of young qbs. Carson Palmer was a bust at USC before Chow arrived on the scene. He also, I think, world with Leinart. And before USC with hotshots at BYU.And put Philip Rivers on the right track at NC St.
Chow does want a HC job. Some downtrodden college program should give him a shot. Would he go to, say, Buffalo (ugh!) Temple (Al Golden just started there,give him 3 years to leave). One of other Sun Belt losers?

If someone is not getting hired, there is usually a good reason. Does anyone remember Sherm Lewis, OC of the Packers in the Mike Holmgren era? With the Packers offensive success, everyone kept making a big stink about how he never got a shot and it was just another example the NFL front offices were racist. Of course everyone knew the Packers success was correctly attributed to Holmgren. When Holmgren finally left, the Packers went 8-8 with Lewis calling the shots and Brett Favre in his prime. They cleaned house after that.
Bottom line, sometimes GM's are smart and really do know what they're doing. With that said, I could see the Raiders hiring Chow.
