Didn't Mansion shut out US players back when the Safe Port Bill was originally signed into law?

Does this mean that they're no longer taking US players at the exchange, or is this old news?

A thread was started that said they were not allowing Americans to wager at the Exchange any more. This thread is a clarrification.
