How do credit card companies know gaming sites from non-gaming sites?

August of 2005 I was able to fund an account with a RX sponser book with my credit card, but denied by my credit card at other books. How do the credit card companies tell the difference? And if 1 book can do something to get funded, why can't they all do this?

All transactions have a code, gaming is 995 I think.
There are ways to get around this, so it does not look like gaming.
But on the down side, the credit card companys have people to test gaming processers to see if they are coded or not.
If they get caught, the processer gets shut down and money frozen, the gaming site is ass out in the cold. It's risk reward.
