Are there any surcharge free ATMs in the US anymore?

I know Washington Mutual used to be surcharge free for all cards but that promo no longer exists. What is the best place to use the Neteller Debit Card to reduce the fees? The max I can withdraw at the ATM around where I live is $500, so I end up paying $1.50 for the ATM fee + $1.50 that Neteller charges per withdrawal + $2.00 that Neteller charges to transfer funds to the Debit Card. So to withdraw $1000, I end up paying a total of $8.00. That's only .08% but it adds up, especially when I'm trying to withdraw a lot of money with the card over the next few weeks.

Any suggestions?
