I read on RX here from a poster about 35% bonus. so I email them and ask if it's only available through CC. They said yes. And I read on their page you can use CC to transfer money from CC to Surepay card.

But you have to call in VIP office to apply for the card. You get the pin code, card number, expiration etc.... on the phone with Vip right away.

if you win and wants to withdraw. it goes to the Surepay card and you can withdraw it from ATM. They didn't mention what kinda ATM.

Anyone had experience with Vip Surecard or what is a SureCard?

I have one - it's called the Pay Tru Card. I got mine about a year ago, so some of this stuff might not be valid anymore, but the one I have is issued by Global Bank of Commerce, Ltd.

It's $2.95 per month as long as there is a balance on the card, $4.00 for atm withdrawals, $1.00 for POS purchases, and 4% + $0.50 to load the card. You can deposit from your credit card, but if I remember correctly, there's a form you need to fax in with copies of the front and back of the credit card and the front and back of your driver's license. They use PLUS ATMs.
